In 166 SE, a large group of Loriens came up with the idea of creating a world all their own. Knowing that they had no chance of actual land, they settled on the idea of a floating world, a station. Over the next couple of years they became part of a growing underground revolution. This revolution consisted mainly of Engines and Loriens, but some strong willed Phages joined as well. Together they spent time gathering the resources to build the station the Loriens designed. Having to keep as secret and hidden as possible, they chose Lucullan to work from, knowing it was the least patrolled of the planets. Over the course of three years they gathered all the needed resources and built the base part of the station, enough to house everyone involved plus plenty more while they continued to expand the build.
In 171 SE they got the station settled in space, behind one of the moons of Winterborne, furthest from the main orbit paths. Not their favored choice, but the most practical for safety, defense and anonymity. Once in place, they had to establish routes between there and Lucullan that would remain as safe and discreet as possible for supply runs would still be necessary. Such routes are still in place today, but get changed randomly so there is no predictable routine to track.
Loriens not only designed and helped build the Citadel, but they are the main overseers of it as well. Though they can be cunning, they are fair and play no favorites among the inhabitants, with one exception. To date, no Phage has risen past the rank of Keeper. There are three ranks of inhabitants on the station. Those of Founders, Keepers and Residents. Founders mainly consist of Loriens, but there are some Engines as well. They oversee the major decisions regarding the well being, upkeep and overall flow of the station. Keepers are a mix of all and carry out the duties set by the Founders. They keep things running smoothly and also make sure to keep an eye on the Residents, making sure that they are well taken care of. Residents are those who are newest on board. Most are refuges seeking solace from being caught in the war, though some just seek sanctuary to live out whatever days they may have left.
Everyone on board has their role to play. From the lowest to highest position, all earn their way. When a resident makes it on board, they are assessed and placed where they are best suited, based on their skills and the current need. There is always room to educate and advance as well, depending on your interests and capabilities. The main rule of Citadel is Freedom. All whom roam its decks are free and will be treated and respected as such. There are no slaves here, only free beings and as such, all will receive equal opportunity in every aspect available. If one cannot capitalize on said opportunities, then the blame, and responsibility, is solely on themselves.
